CHAPTER ONE

INTRODUCTION

1.1   Background to the Study

Without reservation, the Kaduna North local government area, situated in Kaduna state, Nigeria, has been a pivotal region in the country’s political landscape (Gani, 2018). This region has witnessed a complex interplay of democratic development and the prevalence of political thuggery, particularly from 2015 to 2023. The political history of Nigeria has been marred by various challenges, including power struggles and political unrest, with the phenomenon of political thuggery posing a significant obstacle to the establishment of a stable democratic framework (Awosika, 2016).

However, Nigeria, as a whole, has grappled with issues of electoral violence and the use of thuggery for political ends (Ibrahim, 2019). Kaduna state, being one of the country’s most politically significant regions, has seen its share of these challenges, particularly in the Kaduna North local government area (Ojo, 2020).

Specifically, the years between 2015 and 2023 have been crucial in Nigeria’s political narrative, characterized by general elections, transitions of power, and attempts at democratic consolidation (Omotola, 2018). However, despite these democratic efforts, political thuggery has remained a persistent concern, especially in regions like Kaduna North (Maiangwa, 2017).

POLITICAL THUGGERY AND DEMOCRATIC CONSTRUCTION IN NIGERIA A STUDY OF KADUNA NORTH LOCAL GOVERNMENT AREA OF KADUNA STATE 2015 TO 2023

Political thuggery involves the use of intimidation, violence, and coercion for political purposes, disrupting the democratic process and impeding citizens’ rights to freely participate in elections (Momoh, 2016). In Kaduna North, a diverse region with multiple cultural and ethnic dimensions, the infiltration of thuggery into the political sphere has significantly affected the democratic processes and societal fabric (Abubakar, 2019).

Indeed, the intersection between political thuggery and democratic construction in Kaduna North necessitates an exploration of various dimensions, including historical context, socio-economic factors, the role of political actors, law enforcement responses, and effects on democratic institutions and citizens (Ibrahim, 2018).

The Kaduna North local government area, situated in Kaduna state, Nigeria, has been a crucial hub in Nigeria’s political landscape. From 2015 to 2023, this region witnessed a complex interplay between democratic development and the prevalence of political thuggery. Nigeria, as a nation, has grappled with various challenges in its political history, including power struggles and political unrest, with political thuggery serving as a significant impediment to establishing a stable democratic framework.

Throughout this period, Nigeria experienced important political transitions, including general elections and attempts at consolidating democratic principles. However, despite these efforts, the problem of political thuggery persisted, particularly in regions like Kaduna North. Political thuggery, defined by the use of intimidation, violence, and coercion for political gain, significantly disrupted democratic processes and citizens’ freedom to participate in elections. Kaduna North, with its diverse cultural and ethnic dimensions, saw the infiltration of thuggery into the political sphere, impacting democratic processes and societal cohesion. The historical context of the region’s political dynamics has often influenced the rise of thuggery, stemming from deep-rooted tensions, historical power struggles, and ethnic complexities.

Moreover, socio-economic factors played a role in exacerbating thuggery. Economic disparities, high unemployment rates, and poverty made individuals, particularly disenfranchised youths, susceptible to involvement in thuggery. The lack of educational opportunities and inadequate social infrastructure in Kaduna North further contributed to the appeal of engaging in such activities.

Political actors, including elites, have been implicated in patronizing and empowering thug groups for electoral gains. Financial support and protection offered by politicians to these groups in exchange for political loyalty and intimidation tactics during elections have perpetuated the prevalence of thuggery.

Efforts by law enforcement agencies to control political violence and thuggery have often been hindered by weak enforcement mechanisms, collusion between security agencies and political actors, and a lack of effective prosecution of perpetrators. This has further eroded trust in the electoral process and democratic institutions among citizens.

The presence of thuggery has deterred citizens from exercising their democratic rights freely, impacting the legitimacy of elected officials and democratic institutions. Nonetheless, initiatives focusing on youth empowerment, education, and alternative livelihoods have shown promise in reducing the allure of thuggery. Therefore, this study aims to analyze the political thuggery and democratic construction in Nigeria a study of Kaduna North Local Government Area of Kaduna State 2015-2023.

1.2      Statement of the Problem

Undeniably, the Kaduna North local government area in Kaduna state, Nigeria, has been confronted with a persistent challenge of political thuggery, posing a significant threat to the democratic processes and societal stability from 2015 to 2023. However, despite efforts towards democratic consolidation and electoral advancements in Nigeria during this period, the prevalence of political thuggery in Kaduna North has remained a formidable obstacle to the establishment of a robust and inclusive democratic framework.

It has also been observed that the primary issue arises from the use of intimidation, violence, and coercion for political ends, undermining the fundamental principles of democratic governance. This phenomenon has not only impeded citizens’ rights to freely participate in the democratic process but also eroded trust in electoral systems, democratic institutions, and the legitimacy of elected representatives within the region. It has also been observed that the intertwining factors contributing to thuggery, including historical tensions, socio-economic disparities, political patronage, and inadequate law enforcement responses, have perpetuated the persistence of this problem. The involvement of political actors in empowering and utilizing thug groups for electoral gains has further complicated the issue, undermining the integrity of the electoral process and impeding the region’s democratic progress. Therefore, this study aims to analyze the political thuggery and democratic construction in Nigeria a study of Kaduna North Local Government Area of Kaduna State 2015-2023.

Conclusion

In conclusion, it becomes evident that this phenomenon presents a significant challenge to the region’s democratic development. The infiltration of intimidation, violence, and coercion for political ends has compromised the integrity of democratic processes and citizen participation in elections.

Also, the persistence of thuggery, rooted in historical tensions, socio-economic disparities, political patronage, and inadequate law enforcement responses, has hindered the establishment of a robust and inclusive democratic framework. The involvement of political actors in perpetuating thuggery has further exacerbated the problem, eroding trust in democratic institutions and undermining the legitimacy of elected representatives. Consequently, addressing the multifaceted challenges posed by political thuggery in Kaduna North requires a comprehensive approach that delves into root causes, implements effective strategies, and fosters civic engagement. Initiatives focusing on youth empowerment, education, and the creation of alternative livelihoods, coupled with stringent law enforcement measures and political accountability, are crucial for mitigating the adverse effects of thuggery on democratic governance and societal cohesion.

Hence, by examining these challenges and implementing targeted interventions, Kaduna North can pave the way towards a more transparent, participatory, and stable democratic environment, ensuring the protection of citizens’ rights and the advancement of democratic principles in the region.
